SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
(NRC INSPECTION REPORT NOS. 50-269/94-99, 50-270/94-99 AND
50-287/94-99)
Gentlemen:
The NRC Systematic Assessment of Licensee Performance (SALP) has been
completed for your Oconee nuclear facility. The facility was evaluated for
the period of May 2, 1993, through October 29, 1994. The results of the
evaluation are documented in the enclosed SALP report. This report will be
discussed with you at a public meeting to be held at the Oconee site on
December 20, 1994, at 1:00 p.m.
This SALP evaluation was conducted under the revised SALP process implemented
by the Nuclear Regulatory Commission on July 19, 1993. The revised process
assesses four functional areas: Plant Operations, Maintenance, Engineering,
and Plant Support.
Overall performance at Oconee remained good, being highlighted by a superior
level of performance in Plant Support. However, procedure-related problems
continued to be a significant challenge. Failure to follow procedures and
inadequate procedures continued to contribute adversely to performance in the
areas of plant operations and maintenance. The number of operator challenges
due to equipment failures was also of concern. More effective engineering
support is needed to improve equipment reliability, resolve longstanding
operator workarounds, and assure that the Oconee plant design is well
documented and understood. The positive actions taken as a result of internal
self-assessments and bench marking to improve work control, outage performance
and integrated systems testing were noteworthy. Other initiatives taken in
the latter part of the period have potential for future performance gains. I
look forward to discussing this assessment with you on December 20, 1994.
In accordance with Section 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
