IdentW1 letters sent to all Addressees June 2, 1999 Mr. John B. Copenhaver Regional Director Federal Emergency Management Agency, Region IV 3000 Chamblee-Tucker Road, Suite 345 Atlanta, GA 30341
Dear Mr. Copenhaver:
On September 15, 1998, the Commission suspended the Systematic Assessment of Licensee Performance (SALP) program for an interim period until the NRC completes a review of its process for assessing performance at nuclear power plants. During the interim period that the SALP program is suspended, the NRC has continued to conduct semi-annual Plant Performance Reviews (PPRs) to provide an integrated assessment of licensee performance.
The PPR evaluated information since the last assessment of Oconee Nuclear Station's performance emphasizing the last six months to reflect current performance. The evaluations were performed in all four major program areas (Plant Operations, Maintenance, Engineering, and Plant Support), but unlike the SALP process, numerical ratings were not assigned.
On June 21, 1999, members of my staff will meet with the management of the Duke Energy Corporation to discuss the performance of the Oconee Nuclear Station facility. You are invited to attend this meeting as an observer.
Subsequent to this meeting, we have scheduled time to meet with you, and other members of your staff as you deem appropriate, to discuss matters of mutual interest with regard to the regulation and performance of the Oconee Nuclear Station.
This PPR meeting is scheduled to be conducted at 10:00 a.m. at the Auditorium of the Complex Building (Building 8032). The proposed meeting with you and other State and local government officials will be conducted at the same location shortly after the conclusion of the PPR. Your schedule permitting, my staff looks forward to meeting with you at that time. In the interim, please do not hesitate to contact me directly or other members of my staff if we can be of further assistance to you.
Sincerely, OrigSOW db LisA. eg Luis A. Reyes Regional Administrator OFFICE ORA DRP SIGNATURE ;
