SUBJECT:

CLOSEOUT OF BULLETIN 88-11, "PRESSURIZER SURGE LINE THERMAL STRATIFICATION," FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TACS M72148/M72149/M72150)

By letter dated September 6, 1991, we forwarded a safety evaluation report of the NRC staff's review of the Babcock &

Wilcox Owners Group (BWOG) report (BAW-2127) on generic final analysis of surge line thermal stratification. One issue involving the stress index used in calculating thermal expansion stress for surge line elbows remained open pending a revised response from the BWOG. Licensing activities relating to NRC Bulletin 88-11 remained open for the Oconee Nuclear Site pending resolution of this issue, since you had verified the applicabili ty of BAW-2127 to Oconee, Units 1, 2, and 3.

Although this issue is still under generic review, no plant specific issues have been identified. If, after NRC staff review of the BWOG proposed resolution, a revision to BAW-2127 is determined to be necessary, you will be requested, as a separate action, to provide verification of the applicability of the revised program and results to Oconee, Units 1, 2, and 3.

Therefore, no further plant-specific reviews will be performed for these activities and this letter completes NRC action for the above TACs.
