NOTICE OF DELAY OF INSPECTOR ACCESS TO OCONEE NUCLEAR STATION It was recently pointed out that during Radiation Protection Inspection 92-06, on January 27, 1992,.an inspector waited approximately two hours prior to receiving training and it required another two and one-half hours to complete the access processing.
The inspector requiring access training had previously received NRC site access training which satisfies 10 CFR 19.12 requirements for entry into your restricted area.
The individual was listed on the current NRC site access list, Enclosure 3, provided to you.in January 1992.
It is.my understanding that the actual training involved four 15 minute video tapes with five to ten minute oral reviews in between each tape.
The lead inspector discussed this issue at the exit meeting on January 31, 1992, and requested that you consider revising the trairing since a majority of the two hour trjainine presentation cortained generic material already covered in NRC site ac ess training.
Four and o e-half hours to gain access into your site for inspection purposes is outside the range of time normally expected.
Your attention and review of this matter would be appreciated.
