NRC PSM for DVR Sept 22 rev C.pptx

Balwant, I understand that Maggie and John are both in training this week, so you are helping out in preparation for our public meeting next week on our degraded voltage License Amendment Request that we are preparing in response to our commitment last year. I have a few things for you as noted below:
1. I have attached the slides we intend to use for the public meeting. I believe you are going to add them to the public meeting notice.
2. I am bringing my laptop to use for the presentation, but we will need a projector and cables to connect to the laptop. I am assuming the conference room that we are in has an overhead screen that we will be able to use to show the slide. I also understand the conference room is in Three White Flint.
3. I sent a list to Maggie of the people that we are bringing to the public meeting so that she could get them pre-badged. We are now bringing one extra person who I did not previously identify. His name is Kyle Wiedeman.

Can you add him to the list so that he will be pre-badged?

a. The names of the people that I previously provided are: Thomas Weber, George Andrews, Dennis Bence, Bradley Berles, Kent Bjornn, Robert Doyle, Arthur Amorosa
4. We have a drop-in already set up with Mike Markley and Maggie on Monday, September 21 at 9:00 am. The following four people from our group will be coming on the drop-in:
a. Thomas Weber, George Andrews, Bradley Berles, Dennis Bence
5. Our Regulatory Affairs Vice President signed the RAI response for our exigent LAR today. You should have received an email from our administrative person, Anissa Fogel. We now are using the Electronic Information Exchange (EIE) process for submittal of correspondence so the RAI response for our exigent LAR is now in ADAMS and has the following ID-- ML15258A848. Let me know if there are any questions on this.
6. We will call in to the bridge line that Maggie set up for our weekly call tomorrow morning. If you can call in that would be great.

Do not hesitate to contact me if you have any comments or questions.

thanks, TN Weber Department Leader Regulatory Affairs PVNGS 623-393-5764 (office) 602-615-2131 (cell)

Design Changes Design Changes Design Changes Design Changes Robert Doyle y

Senior Electrical Design Engineer

Proposed Change Modification Overview

  • New DVR with shorter time delay (5 to 9 sec.)
  • Actuates 2nd time delay, if no SIAS signal
  • If SIAS signal present:

DVR i

- DVR times out

- Sends loss of power signal, ESF loads sequence onto EDG

- Accident analysis not affected

  • If no SIAS signal present, longer time delay permits RCP start without concern for permits RCP start without concern for inadvertent transfer of class bus to EDG 13

Proposed Change (continued)

Modification Overview

  • Current time delay allowable value (28.6 to 35 sec ) established anal tical limit as not sed sec.) established - analytical limit was not used explicitly
  • Time delays:

Sh t

h t t d t

ti d

i

- Short enough to prevent damage or protective device trip due to exposure to voltage substantially below the rated value

- Long enough to avoid spurious trips from faults or other g

g p

p very short term transients

  • Analytical limit reverse engineered from current TS value and verified to support criteria
  • Trip setpoint calculated using current standard setpoint methodology (DVR voltage and time delays) 14

Proposed Change (continued)

  • Technical Specification Changes Revised DVR Voltage allowable values

- Revised DVR Voltage allowable values

  • 3706 Volts to 3773 Volts

- Two DVR Time Delays y

  • New DVR time delay with SIAS is 5 to 9 seconds
  • DVR time delay without SIAS will be 28.6-44 seconds

- Changed upper value to address relay capabilities Changed upper value to address relay capabilities

- No change to Loss of Voltage Relays 15

Proposed Change (continued)

  • Technical Specification Changes

- Relocate 3.8.1G to TRM

- Makes PVNGS TS consistent with Standard TS 16
