Dear Mr. Thompson:
The Nuclear Regulatory Commission (NRC), as part of its responsibility of regulating nuclear power plants, periodically evaluates the performance of its licensees through a program called the Systematic Assessment of Licensee Performance (SALP). Through this program, we review and evaluate our licensees' performance in the four major categories of:
Plant Operations, Maintenance, Engineering, and Plant Support. The Plant Support category includes an assessment of licensee performance with regard to emergency preparedness.
On December 20, 1994, representatives of the NRC will meet with the management of the Duke Power Company to discuss the Oconee Nuclear Power Plant's performance over the past 18 months. You are invited to attend this meeting as an observer.
Subsequent to this meeting, we have scheduled time to meet with you, and other members of your staff as you deem appropriate, to discuss matters of mutual interest with regard to the regulation and performance of Oconee.
This SALP meeting is scheduled to be conducted at 1:00 p.m. at the Oconee Office Building, Room 316A. The proposed meeting with you and other local and State officials will be conducted at the Oconee Office Building, Room 316A shortly after the conclusion of the SALP. Your schedule permitting, we look forward to meeting with you at that time. In the interim, please do not hesitate to contact me directly or other members of my staff if we can be of further assistance to you.
