In accordance with the guidelines in Revision 9, Supplement 1, ofNUREG-1021, Operator Licensing Examination Standards for Power Reactors, Carolina Power and Light Company, now doing business as Progress Energy Carolinas, Inc., is providing the enclosed operating test, written examination, and the supporting reference materials identified in Attachment 3 to ES-20 1, Reference Material Guidelines For Initial Licensing Examinations, for examinations scheduled to begin the week of February 28, 2011.

As required by Attachment 1 of Revision 9, Supplement 1, of NUREG- 1021, Section ES-20 1, Examination Security and Integrity Considerations, please ensure that these examination materials are withheld from public disclosure until after the examinations are complete.

Dear Mr. Reyes:

In response to NRC letter dated September 2, 2010, Carolina Power and Light Company, also known as Progress Energy Carolinas, Inc. (PEC), is submitting preliminary Personal Qualification Statement Licensee (i.e., NRC Form 398) and Certification of Medical Examination by Facility Licensee (i.e., NRC Form 396) forms for six Senior Reactor Operator applicants and six Reactor Operator applicants for H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2. The September 2, 2010 letter requested that the preliminary forms be submitted to the NRC at least 30 days before the examination date. As discussed during a phone conversation between Mr. James Conder, PEC, and Mr. Richard S. Baldwin, NRC Region II, arrangements were made to administer the license examinations at HBRSEP, Unit No. 2, beginning February 28, 2011.

PEC requests that the information in the attachments be withheld from public disclosure in accordance with 10 CFR 2.390(a)(6) since the disclosure of this information would constitute an unwarranted invasion of personal privacy.

It has been determined that two (2) license applications from letter RNP-RA/10-0 100, dated February 10, 2011, were incorrect. A reactivity manipulation, which was not in accordance with 10 CFR 55.31, needed to be replaced on one application and a typographical error, along with a reactivity manipulation not in accordance with 10 CFR 55.31, needed to be replaced on the other.

The corrected applications are provided in the attachment to this letter. These corrected forms supersede the previously submitted applications for these individuals.
