SUMMARY

OF FEBRUARY 22, 1993, MEETING TO DISCUSS DEVELOPMENT OF STAR DIGITAL MODULE On February 22, 1993, the NRC staff met with representatives of Duke Power Company and Babcock & Wilcox Nuclear Technologies (BWNT) to review the status of the STAR development project, and discuss plans for the-submittal and review of a Topical Report related to the installation of this module and the subsequent installation of a demonstration unit. Due to the proprietary nature of the material, the meeting was closed to the public. Meeting attendees are listed in Enclosure 1. Non-proprietary handouts, including the meeting agenda, are provided in Enclosure 2.

After a brief introduction, BWNT provided a summary of previous meetings on the STAR development project. This summary included a discussion of the reason for the development and the licensing issues involved. A description of the BWNT approach to address the needs of the systems and the licensing issues was provided. The goal was described as the development of a highly, reliable system which could be installed under the guidelines of 10 CFR 50.59.

A technical description of the STAR Module was then presented. This' presentation included applications of the systems, design features,'and current development status. A comparison to the comparable analog system was included in the presentation. The process of field testing a module and then installing a demonstration module in the Reactor Protection System at Oconee Unit 2 was described. The development schedule and the need for NRC licensing review was presented. A key item in the schedule was the June 1993 submittal of a Topical Report to support the installation of the demonstration module, scheduled for September 1994. 'The scope of the Topical Report and the schedule for review were discussed. The NRC staff indicated that with the lead time being provided, the NRC would be able to support the project schedule.

A discussion of the need for additional meetings concluded with an agreement that a meeting should be held at BWNT offices to discuss software development combined with a visit to the Oconee site to observe the installation environment. It was agreed to hold such a meeting in the August time frame.
