SUBJECT:

SUMMARY

OF MEETING WITH BABCOCK & WILCOX OWNERS GROUP CONCERNING THEIR GENERIC LICENSE RENEWAL PROGRAM Representatives of the Babcock & Wilcox Owners Group (BWOG) met with the Nuclear Regulatory Commission (NRC) staff in Lynchburg, Virginia on Tuesday, November 24, 1992. The purpose of the meeting was to discuss the BWOG preliminary program plan for their generic license renewal program. Enclosed is a list of meeting attendees.

The meeting was in two parts. The first part of the meeting was open to the public and the second part of the meeting was closed to the public (only representatives from the NRC and from the BWOG were in attendance during the second part). The second part of the meeting was closed at the request of BWOG because the discussions included information that BWOG considered proprietary.

The first part of the meeting included presentations by BWOG and discussions on the following issues:

1. BWOG Generic License Renewal Program philosophy.
2. Participants in the Generic License Renewal Program. BWOG anticipates having EPRI, NUMARC, and the U.S. Department of Energy involved in this activity. The utilities involved in this activity are Duke Power, Entergy Operations, Florida Power, GPU Nuclear, and Toledo Edison.
3. BWOG's Program Goal; which is to establish a license renewal process that will serve the BWOG, be acceptable to the NRC, and be a model that the industry can use.
4. The Generic License Renewal Program Concept.
5. BWOG's intent to submit technical reports in 1993 that will discuss major issues.

The first part of the meeting ended with the BWOG indicating their intent and desire to frequently interact with the NRC to ensure adequate discussion and resolution of technical and process issues.
