SUMMARY

OF MEETING WITH B&W OWNERS GROUP CONCERNING THEIR GENERIC LICENSE RENEWAL PROGRAM On Friday, October 30, 1992, representatives of B&W Owners Group (BWOG) met with the NRC staff in Rockville, Maryland. The purpose of the meeting was to discuss the proposed BWOG Generic License Renewal (GLR) program. Enclosure 1 is the list of meeting attendees. Enclosure 2 is a copy of the presentation by the BWOG.

The BWOG consists of five utilities (Entergy Operations, Duke Power, Florida Power, GPU Nuclear, and Toledo Edison) with seven operating plants. The first BWOG plant operating license will expire in the year 2013.

During the opening remarks, the NRC staff stated that currently no resources have been allocated to the BWOG GLR program. The BWOG introduced its key managers to the staff. The program organization is shown on handout slide No. 12 of Enclosure 2. The BWOG GLR project team will be located in Lynchburg, Virginia, with engineering support offices at each utility.

The BWOG presented a brief description of activities related to its generic license renewal program, program organization, and preliminary schedule. The BWOG believes that their program will provide a means for resolving the majority of the technical and regulatory issues applicable to B&W designed facilities related to license renewal.

The BWOG plans to maintain close coordination with EPRI, INPO, and NUMARC. The BWOG believes that their program is based on previous plant aging and life extension activities.

The BWOG preliminary plan calls for submittal of the following technical reports in 1993:

1. A system, structure, and component screening methodology
2. System, structure, and component screening results for a single plant, and
3. Selected technical reports on other license renewal issues.

-2 In parallel with the identification and resolution of generic license renewal issues, a BWOG member will begin preparation of a license renewal application.

The BWOG program calls for submittal of at least one license renewal application by early 1997.

The BWOG discussed the possible waiver of NRC fees since their program would be of considerable benefit to the industry. The NRC staff stated that the BWOG should submit their request for fee exemption in writing to the NRC.

The BWOG requested NRC staff support for a working group meeting scheduled for November 24, 1992, in Lynchburg, Virginia, during which a more detailed schedule and program plan for the balance of 1993 would be presented. The staff agreed that it would support the November meeting date. In addition, the staff informed BWOG that it would be invited to a Commission briefing on December 18, 1992, to present its detailed program to the Commission.
