ADEQUACY OF EMERGENCY ELECTRICAL DISTRIBUTION SYSTEM AT OCONEE NUCLEAR POWER STATION This memo is in response to Charles E. Rossi's memo of May 22,

1992, and Thomas Novak's memo of May 4,
1992, concerning the scheduling of the Oconee Electrical Distribution Inspection. We have considered this issue carefully and have concluded that moving the Oconee EDSFI forward would not result in a net safety benefit, as it would delay Oconee's on-going Self-Initiated review of their Electrical Distribution System (EDS).

To address AEOD's concerns about the adequacy of the Oconee Electrical Distribution System (EDS), a meeting was held on February 5,

1992, in the Region II office between Duke Power Company and NRC.

Representatives from NRC offices of AEOD, NRR, and Region II participated. It was learned that Duke has already made many EDS equipment improvements in response to their Self Initiated Technical Audit (SITA) at Oconee.

Duke described further self-assessment activities they plan at Oconee in 1992 on the EDS, and explained that moving the EDSFI forward would obviously delay these efforts.

Following this meeting, NRC participants -caucused and concluded that safety is best served by allowing Duke to progress with their work and leave the EDSFI at Oconee on its present schedule. is the meeting summary. Following the receipt of Mr.

Novak's May 4, 1992, memo expressing concerns with multiple failures of the x-relays in the Keowee hydro unit field circuitry we re-reviewed this decision and continue to feel, on the whole, that safety is best served by allowing Duke Power Company to complete their engineering review before the NRC conducts its Electrical Distribution System Inspection.

If AEOD can not participate, Region II requests that AEOD provide the EDSFI team a clear statement of their concerns and the equipment or designs they believe to be deficient so that we can factor them into the inspection plans.
