CONSIDERATION OF A POTENTIAL 2.206 PETITION FOR OCONEE

A memorandum from Charles Rossi to Jack Goldberg dated January 6, 1992 (Reference 1), forwarded a copy of a letter from Marvin Lewis (Reference 2) concerning post-tensioned containment tendon anchor heads at the Oconee facility and indicated that Mr. Lewis' letter warrants consideration as a 2.206 petition. Mr. Lewis' concerns were derived from information promulgated in NRC Information Notice 91-80 (Reference 3).
The Oconee Project Manager reviewed the technical merits of Mr. Lewis' concerns with the regional and NRR technical staff, and all reviewers concluded that there was no basis for a safety concern with the Oconee containment structure due to the surveillance failure described in the Information Notice.
Based on that preliminary determination, Dave Lange, Acting Director of PDII-3 at the time, met with representatives of OGC, ESGB, and the Project Manager to discuss the appropriate method of handling Mr. Lewis' submittal.
Since the technical staff emphatically stated that there was not a plant safety concern, but rather a personnel safety concern, it was determined that treating his concerns as an allegation would result in the most efficient and rapid resolution of the issue. Accordingly, Margo Bridgers, Administration and Correspondence Branch Chief in the EDO's office, was informed that we were handling this issue as an allegation rather than a 2.206 petition. Jean Lee, the NRR Allegation Coordinator, was also informed of the issue and our determination. A copy of Mr. Lewis' letter was forwarded to Jean Lee on January 10, 1992.

Gus January 31, 1992 A reply to Mr. Lewis will be issued by the Structural and Geosciences Branch after the Allegation Review Panel completes their review of the issue in accordance with Manual Chapter 0517. The initial meeting of the panel was held on Friday, January 24, 1992. The response to Mr. Lewis is scheduled to be issued by February 14, 1992.
