Containment Integrated Leak Rate Testing - Oconee, McGuire and Catawba Nuclear Stations (TACs 66329 through 66335)

By letter dated September 17, 1987 you submitted for NRC review and approval short-duration mass-point testing termination criteria for containment inte grated leak rate testing (CILRT) for Oconee, McGuire and Catawba Nuclear Stations. Subsequently, Mr. Scott Gewehr telephoned Mr. K. Jabbour, the NRC Project Manager for Catawba, to request completion of the staff's review prior to the scheduled CILRT on Catawba Unit 1 on November 13, 1987.

Although your submittal will receive appropriate priority, we find that the complexity and significance of the proposed criteria and its supporting basis does not provide for review completion consistent with November 13, 1987.

Accordingly, we recommend that you proceed with your Catawba planning on the basis of existing approved methods and criteria. Appendix J of 10 CFR 50, by its reference to ANSI-N45.4, requires that CILRTs be performed for a 24-hour period. Tests of less than 24-hours duration require prior NRC approval; we have not authorized a lesser duration for any Duke Station.
