DUKE POWER COMPANY TOPICAL QUALITY ASSURANCE REPORT (DUKE-1-A) AMENDMENT 10 SUBMITTAL Your letter dated June 2, 1986, provided Amendment 10 of your quality assurance program required by 10 CFR 50.54(a).
This report provides the current quality assurance program description for Oconee,
- McGuire, and Catawba (Docket Nos. 50-269, 50-270, 50-287, 50-369, 50-370, 50-413, and 50-414).
We have reviewed your submittal and determined that additional information is needed to complete our evaluation of changes to the program.
Our request for additional information is enclosed.

ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION DUKE QUALITY ASSURANCE PROGRAM Page Table 17.0-1 Regarding the commitment to.Regulatory Guide!1.58, Amendment 10 revises the qualification standard for nondestructive examination personnel from SNT-TC-1A-1975 to SNT-TC-1A-1980.
Provide information concerning how this change will be reflected in each station's Inservice Inspection Plan.
Regarding the commitment to Regulatory Guide 1.88, Amendment 9 states that records storage areas will have a three-hour fire rating. Amendment 10 states that the records storage areas shall be evaluated by a qualified Fire Protection Engineer.
The justification provided in Enclosure 2 of Duke's June 2, 1986, submittal does not appear to be adequate.
Provide additional justification for this apparent decrease in commitments.
17.0.3 The term vendor audit was added in Amendment 10.

17.1-2 Amendment 9 refers to a Safety Review, Analysis, and Licensing Division. Amendment 10 deletes this division.
Explain where the duties of this group have been transferred.
At the bottom of this page, wording' concerning the Engineer Manager providing technical support to the crafts has been deleted.
Justify this deletion.

17.1-4 Amendment 10 introduces a new section 17.1.1.6 stating that the Operations QA Manager may implement both Construction and Operations QA programs during turnover.
Explain why the word "may" is used and how the Operations QA Manager can effectively implement both programs.
17.1-15 Amendment 10, first paragraph on this page, states that these commercial grade..
. as other items.
Define the term "other items."
17.1-31 Amendment 9, paragraph 17.1.17.1, previously stated that... and approved by the QA Technical Services Division.
Amendment 10 states this same function is approved by the QA Department.
Justify this change.
17.1-33 Amendment 9 states that QA/QC procedures will be and reviewed for implementation within three months of 17.2-27 the effective date.
Amendment 10 changes this requirement to four months of the transmittal date.
Further explain the reason for this change and whether transmittal and effective dates may be close enough to allow implementation reviews to occur greater than three months after the effective date.
Amendment 9 included "associated records" and "work in progress" for implementation reviews.
Amendment 10 deleted them.
Justify this deletion.
Amendment 9 stated that all QA/QC procedures will receive an implementation review.
Amendment 10 states that the QA Manager, Technical Services, determines if such a review is required.
Justify this change.

Explain the reason for this change and how record validity is defined.
17.2-22 Amendment 10 introduces the Problem Identification Report (PIR) and your letter stated that Nonconforming Item Reports (NIR) will eventually be replaced with PIRs.
Further explain how this replacement will take place and how the data base will be controlled during the transfer to ensure continuity.
