SUBJECT:

OCONEE NUCLEAR STATION, UNIT 2 - USE OF CODE CASE N-416 FOR THE SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION (TAC NO. M84695)

By letter dated March 2, 1992, Duke Power Company (licensee) submitted Request for Relief 92-05 requesting to perform a surface examination and an operational pressure test in lieu of the required hydrostatic test for the welds used to replace Valves 2CF-20 and -22.

This request was evaluated and subsequently denied by the NRC in a letter dated June 17, 1992, due to insufficient technical justification. In response, you withdrew Request for Relief 92-05 in a letter dated September 24, 1992, and announced your intention to use Code Case N-416 and defer the Code-required hydrostatic test for the welds used to replace Valves 2CF-20 and -22.

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated your submittal and supporting information.

The staff has concluded, based on the fact that Code Case N-416 has been approved in Regulatory Guide 1.147, Inservice Inspection Code Case Acceptability, ASME Section XI, Division 1, Revision 10, and you have stated that all the requirements of Code Case N-416 will be satisfied, the use of Code Case N-416 is acceptable provided: (1) that Code Case N-498 is not invoked, or used concurrently with Code Case N-416, (2) the system hydrostatic test is performed on the repair and replacement areas before the end of the current interval, and (3) you comply with your commitment that all requirements in Code Case N-416 will be satisfied. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation. This completes our activities under TAC M84695.
