POST-LOCA BORIC ACID CONCENTRATION CONTROL SYSTEM (TACS NOS. M85833 AND M85834)
Your letter dated January 12, 1993, informed us of a change in your commitment to install instrumentation providing positive indication of the functioning of the subject system. Although the instrumentation was installed, it may not be able to be placed in service in some accident scenarios. This is due to potentially high radiation levels preventing access to manually operated valves which isolate the flow sensors under non-accident conditions. This change in your commitment would only apply to the "B" leg of the boric acid control system in Units 2 and 3.
To resolve this issue, you propose to upgrade the power supply and position indication for valve LP-3 in both Units 2 and 3 to safety grade. This modification would provide safety grade control and indication in the Oconee control room for all valves which must operate to actuate this train of the system. Valve LP-4 in the Unit 2 system is a manual valve with no indication in the control room; however, procedurally it is required to be verified open when the LPI system is in its Engineered Safeguards Standby alignment. You indicate that the modifications to valve LP-3 in conjunction with the procedural controls on valve LP-4 provide control room personnel with the means to determine the status of the "B" leg of this system in Oconee Units 2 and 3.
We have reviewed your proposal and conclude that the modifications to the power supply and indication for LP-3 in Units 2 and 3, and the administrative controls for LP-4 in Unit 2 are adequate for the operators to determine the lineup status of the "B" leg of the Post-LOCA Boric Acid Concentration Control System in Oconee Units 2 and 3. Confirmation of the system lineup will provide adequate assurance that the necessary flow will be present when required and, thus, your proposal is acceptable.
