OCONEE NUCLEAR STATION, UNIT 2 - SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NO. 93-07 (TAC NOS. M91052 AND M91053)

Dear Mr. Hampton:

By letter dated November 10, 1993, Duke Power Company submitted Request for Relief No. 93-07 from certain ASME Code requirements that you determined to be a hardship or unusually difficult to perform at Oconee Nuclear Station, Unit 1 and 2, during the second 10-year interval inservice inspection. By letter dated August 9, 1994, you submitted Revision 1 to Relief Request 93-07, which superseded the original request in its entirety, and limited the application to Unit 2. You requested approval to use ASME Code Case N-416-1 in lieu of performing a system hydrostatic pressure test after making weld repairs on the Core Flood Tank (CFT) system pressure boundary.

The NRC staff has reviewed and evaluated your August 9, 1994, request and has determined that performance of the Code-required testing would impose an undue hardship or unusual difficulty without a compensating increase in the level of quality and safety. The staff has concluded that the use of Code Case N-416-1 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii). The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation.
