(INSPECTION REPORT NOS. 50-269/90-24, 50-270/90-24, 50-287/90-24

AND 72-4/90-24)

This refers to the NRC's Systematic Assessment of Licensee Performance (SALP)

report for your Oconee facility which was sent to you on October 2, 1990; our

meeting of October 18, 1990 at which we discussed the report; and your written

comments dated November 19,

1990.

I have enclosed a summary of our

presentation at the meeting, a copy of your written comments, a copy of the

slides which were used at the presentation, and the Final SALP report for the

period February 1, 1989 through July 31, 1990.

We appreciate your efforts in evaluating the interim SALP report and providing,

comments, correctionsand clarifications.

The following is our evaluation of

your comments:

MAINTENENCE/SURVEILLANCE

In your response you discuss the improvements and upgrades made in this

area during this SALP period. We acknowledge that the four reactor trips

which occurred during the first half of the assessment period were a

factor in our evaluation of the performance rating.

However, since our

assessment covers the whole period we agree that appropriate recognition

should also

be given toward the Maintenance/Survei.1lance program

improvements that were made during the overall assiessment period.

Therefore, we have changed our SALP-performance rating An this area to a

Category 2 Improving. It is anticipated that continued'improvements-will

be reflected in the next SALP.

SAFETY ASSESSMENT/QUALITY VERIFICATION

Your response states that our SALP did not adequately reflect the

improvements that had been made in this area. We have incorporated y-ur

comments into our SALP Report.

However, we do not feel that these items

warrant a change in the performance rating for this area.
