Dear Mr. Dixon:
Thank you for your letter of May 30, 1979 to Chairman Hendrie.
Our objective has been and continues to be to review the situation resulting from the accident at Three Mile Island Unit No. 2 in an expedited and disciplined manner so that other plants of similar design can be returned to operation with assurance that they will not constitute a threat to the public health and safety.
We are mindful of the economic hardships that can occur as a result of plant shutdowns and are working as hard as we can to avoid any unnecessary delays in bringing the plants back on line.
With regard to the Duke Power Company, the NRC Order of May 7, 1979, confirmed that the utility was undertaking a series of actions, both immediate and long term, to increase the capability and reliability of Units Nos. 1, 2, and 3 of the Oconee Nuclear Station to respond to various transient events. My letter of May 18, 1979, to Duke Power Company stated my finding of satisfactory compliance with the short term requirements, thereby permitting resumption or continuation of operation in accordance with the terms of the NRC Order. Long-term modifications will still need to be made.
