Regulators often fail to provide the managers of companies they regulate with appropriate recognition seems to me to be particularly appropriate in situations where some companies performed exceptionally well in relation to other companies.
In that vein, we are pleased to note that your organization took the initiative and installed the early warning public notification system at the Oconee and McGuire Nuclear Plants in a timely manner, so as to meet the initially required due date of July 1, 1981.
As you are aware, the overall effectiveness tests of these systems still await the development of criteria by the Federal Emergency Management Agency; however, the above accomplishment is certainly noteworthy in that many other companies did not meet that date. Several companies still have not completed installation of the required system.
In addition, your efforts in the development and application of your Crisis Management Plan Data Transmittal System are also worthy of note. The time spent by your staff in the training of Region II and Headquarters personnel was appreciated. This is the only system of its kind, of which we are aware, that is presently in use by a Region II licensee and is a favorable indication of your organization's initiative.
Such actions reflect credit on your organization. Your continuing efforts in this area are certainly in the public's interest.
