NRC STAFF REVIEW OF SUBMITTAL NO. 1 OF OLRP-1001
Dear Mr. Hampton:
By letter dated July 31, 1996, the Duke Power Company submitted "License Renewal - Technical Information, Topical Report, OLRP-1001, Submittal No. 1" for Oconee Nuclear Station, Units 1, 2, and 3. The staff understands that Duke will be submitting additional portions of OLRP-1001 throughout the upcoming year and that Duke desires NRC staff safety evaluations for all portions to be completed by January 1998.
Based on our preliminary assessment of the submittal, the staff concludes that it does not contain adequate information for the staff to begin its review.
The information provided in areas such as evaluation boundary, aging effects, and aging management demonstration are far short of that needed to support the findings required by 10 CFR Part 54.
For example, in several areas of Chapter 3.3, various elements of NEI Guideline 95-10, Section 4.2, are not provided. Further, an assertion that NEI 95-10 is followed is not sufficient by itself without providing the technical information that forms the basis for the statement.
The staff believes that it would be beneficial to initiate discussions between the Duke Power Company and the staff on the necessary format and content before revising Submittal No. 1 or before submittal of additional reports for review.
