July 22, 1996 Duke Power Company ATTN:

Mr. J. W. Hampton Vice President Oconee Site P. 0. Box 1439 Seneca, SC 29679

SUBJECT:

REVIEW OF REVISION 96-01 TO EMERGENCY PLAN FOR OCONEE NUCLEAR SITE, DOCKET NOS. 50-269, 50-270, AND 50-287

Dear Mr. Hampton:

We have completed our review of Revision 96-01 to your Emergency Plan. This review concluded that the changes in this revision did not decrease the effectiveness of the Plan, which continues to meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

During the course of the subject review, we noted that a change was made to.3 (page 28 of the Plan) to address our identification of a minor discrepancy in Revision 95-03, as communicated to you in our letter dated January 30, 1996.

This change satisfactorily resolves that discrepancy.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan may not be implemented without application to and approval by the Commission. However, changes may be made without Commission approval if (1) such changes do not decrease the effectiveness of the Plan, and (2) the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50. Copies of all Emergency Plan changes, whether made with or without prior approval, should be furnished to the Commission in accordance with 10 CFR 50.54(q).

Should you have any questions regarding this letter, please contact Mr. James Kreh of my staff on 404-331-2604.

Sincerely, (Original signed by K. P. Barr)
