Dear Mr. Tuckman:

In your letter dated May 17, 1995, you requested approval to use Revi-sion 3 of the B&W Fuel Company.(.BWFC).CROV computer code, which had been previously found acceptable by the NRC., Based upon our earlier audit of Duke Power Company's use of the TAC03 computer code and the Fuel Rod Gas Pressure Criterion, we have determined that an additional audit is.

not necessary to accept Duke's use of the revised CROV code.

However, if this methodology isto be relied upon to develop Core Operating Limits as established in the Core Operating Limits Report (COLR), then 'those limits and their associated methodology documentation must be included in the Administrative Controls sections of the three stations' Technical Specifications as has been previously done for the other COLR limits.

Accordingly, in order to include the Duke Power use of this revised code as an acceptable methodology, you must submit proposed changes to the Administrative Controls section of each plant's Technical Specifications.

The submittal should briefly describe how the revised CROV and BWFC creep collapse methodology will be used by Duke' and how well Duke calculational results using these methods compare to BWFC results. The letter should also describe the training program for Duke staff use of the code as well as. the quality assurance (QA) procedures used to verify CROV.

The staff would then prepare a Safety Evaluation on the use of this methodology to accompany the issuance of revisions to the TS.

This requirement affects nine or fewer respondents and, therefore, is not subject to the Office of Management and Budget review underP.L.96-511.
