PLANT PERFORMANCE REVIEW (PPR) - OCONEE

Dear Mr. Hampton:

On March 20, 1995, NRC managers met to review recent performance at your facility to determine if our present planned inspection effort for the rest of the current Systematic Assessment of Licensee Performance (SALP) cycle should be revised. The purpose of this letter is to advise you of the results of that review.

As discussed previously with you or a member of your staff, the NRC will continue to focus on your resolution of safety-related system classification issues and procedure compliance. The NRC core inspection level, combined with Electrical Distribution System Functional Inspection and Service Water closeout inspections and Keowee upgrade reviews, are considered sufficient at this time. The PPR recommended an inspection of the safeguards drawing issue (conducted April 4 and 5) and an emphasis on control of contaminated equipment. Both are to be conducted as part of the core inspection for these areas. Additionally, we plan to continue reviews of the vital battery degradation and 125vdc distribution system grounds (PPR recommended electrical inspection (engineering module)). Please find enclosed our inspection plans for the next six months. No Master Inspection Plan changes are required at this time.

It is our intent to continue semiannual performance reviews in addition to SALP and advise you bf the results. Should you have any questions concerning this letter, please contact us.
