SUBJECT:

PROPOSED CHANGES TO OCONEE QA PROGRAM During a management meeting in Atlanta on February 6, 1995, you proposed changes to the Oconee QA Program that would be based upon review and reclassification of structures, systems, and components. A summary of this meeting was documented in our letter to you dated February 23, 1995. During this meeting, we agreed to provide comments on. the concept and direction of your proposal.

The changes that you proposed would include application of the requirements of 10 CFR 50, Appendix B, to Oconee structures, systems, and components commensurate with their importance to safety. You would assign safety classifications based upon a review of the Oconee licensing basis, including postulated accidents, and based upon a review of the safety importance of these systems and components. You said that structures, systems, and components found to be important to safety, which had not been previously classified as safety related (i.e., Oconee QA-1), would be classified as QA-5.

These items would be tested and maintained to the same degree as QA-1 systems with the exception that "replacement parts would be procured as good or better than original based upon engineering judgement."

Implementation of this concept must assure that controls are applied to safety related activities to an extent consistent with their importance to safety.

For example, procurement of replacement parts to specifications which are as good as or better than original must be supported by an analysis that shows that the original specifications were consistent with importance to safety and by controls to assure that parts received meet these specifications.

The concept that you have proposed, if properly implemented, would meet the intent of 10 CFR 50, Appendix B. We support your continued development of this program and suggest that you submit the details to NRC pursuant to 10 CFR 50.54 for review as a change to the Oconee Quality Assurance Topical Report.

We understand that certain structures, systems, and components, including the High Pressure Service Water System and portions of the Condenser Circulating Water System, may not have been classified or maintained as safety related in accordance with your response to NRC Generic Letter 83-28. Your proposed change to the Oconee QA Topical Report should describe the extent to which future activities and system classifications will meet the commitments made in your response to Generic Letter 83-28.
