Ken, Below, for your review, is a DRAFT Request for Additional Information (RAI) regarding St. Lucie Unit 1 Snubber License Amendment Request (LAR). Please review to ensure that the DRAFT RAI is understandable, the regulatory basis is clear, there is no proprietary information contained in the DRAFT RAI, and to determine if the information was previously docketed. Please also let me know if FP&L wants a call to clarify the RAI, and how how much time FP&L needs to respond to the RAI.

John REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST FOR CHANGES TO THE SNUBBER SURVEILLANCE REQUIREMENTS FLORIDA POWER AND LIGHT COMPANY ST. LUCIE PLANT, UNIT NO. 1 DOCKET NO. 50-335 1.0 SCOPE By letter dated July 15, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15198A029), Florida Power and Light Company (FP&L or the licensee) requested changes to the technical specifications (TSs) for the St. Lucie Plant (St. Lucie), Unit No. 1. The proposed amendment would revise TS surveillance requirements (SRs) for the snubbers to conform to revisions to the Snubber Testing Program.

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that additional information is required to complete its review.

2.0 REQUEST FOR ADDITIONAL INFORMATION On June 22, 2015 (ADAMS Accession No. ML15127A066), the NRC issued Amendment No. 223 to Renewed Facility Operating License No. DPR-67 and Amendment No. 173 to Renewed Facility Operating License No.

NPF-16 for the St. Lucie Unit Nos. 1 and 2, respectively. The amendments revised the St. Lucie 1 and 2 TSs by relocating specific surveillance frequencies to a licensee-controlled program. Amendment No. 223 for St.

Lucie Unit 1 added a new TS Section 6.8.4.o, Surveillance Frequency Control Program, on TS page 6-15h.

By letter dated July 15, 2015, FP&L submitted the snubber license amendment request. In Attachment 2, Technical Specification Markups, FP&L states that it will insert TS Section 6.8.4.o, Snubber Testing Program, on page 6-15g. This is incorrect for two reasons: (1) the Snubber Testing Program cannot fit at the bottom of page 6-15, and (2) TS Section 6.8.4.o is already in the TS as the Surveillance Frequency Control Program due to Amendment No. 223.

In Attachment 3, Word Processed TS Pages, FP&L states that it will insert TS Section 6.8.4.o, Snubber Testing Program, on page 6-15h. This is incorrect because TS Section 6.8.4.o is already in the TS as the Surveillance Frequency Control Program due to Amendment No. 223.

Please correct these errors.
