OF SEPTEMBER 8, 1988 MEETING ON FOULING OF THE REACTOR BUILDING COOLING UNITS COOLERS On September 8, 1988, the NRC staff met at the Oconee site in Seneca, South Carolina with Duke Power Company (Duke) to discuss fouling of the coolers in the reactor building cooling unit (RBCU) system. Meeting attendees are listed in Enclosure 1. Viewgraphs used by Duke during the presentation are shown in. During the recent Unit 3 refueling outage, Duke tested the RBCU coolers and found that they could support only 91% of full power. Duke committed that before restart they would clean the coolers to be able to support full power. The fouling was caused by lake sediment on the water side and by boric acid precipitation on the air side. Duke will continue to monitor the performance of the RBCU's, to investigate the cause of the fouling, and to determine the fouling rate. Original Signed By: Helen N.
