NRC INSPECTION REPORT NOS. 50-269/90-34, 50-270/90-34 AND

50-287/90-34

This refers to the Nuclear Regulatory Commission (NRC)

inspection conducted by

the resident inspectors on December 2 - December 31,

1990.

The inspection

included a review of activities authorized for your Oconee facility.

At the

.conclusion

of the inspection, the findings were discussed with those members of

your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records,

interviews with personnel,

and observation of

activities in progress.

The enclosed inspection report discusses a violation due to an inadequate 1979

design evaluation associated with the high pressure injection system.

This

problem was identified in November 1990,

by an alert Design Engineer in

response to a Self Initiated Technical Audit (SITA) finding.

The SITA program

was instituted as part of the corrective actions for a design deficiency

addressed in an NRC enforcement action (EA 88-317) issued December 30,

1988,

and is being implemented on a pre-defined schedule to systematically identify

and correct design related problems.

One of the purposes of the NRC Enforcement Policy is to encourage and support

licensee initiatives for self-identification and correction of problems. After

consultation with the Director, Office of Enforcement, and the Deputy Executive

Director for Nuclear Reactor Regulation, Regional Operations and Research, I

have decided to apply the enforcement discretion described in Section V.G.5 of

the Enforcement Policy, and refrain from taking additional enforcement action

in this case.

Therefore, a Notice of Violation will not be issued in this

instance.

accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
