Safety Assurance Directive 6.1, Emergency Response Organization, has been revised as follows to provide additional guidance:
Section 3.1 Added Chemistry Manager as an Alternate for Station Manager/ Emergency Coordinator. Current Chemistry Manager has completed Emergency Coordinator training, has completed SRO certification, and has been designated as an Emergency Coordinator.
Section 8.0 Added additional information concerning responsibilities of Emergency Planning representative at the EOF.
These changes do not decrease the effectiveness of the Oconee Nuclear Station Emergency Plan and continues to meet the standards of 10CFR50.47(b) and the requirements of 10CFR50, Appendix E.

RP/0/B/1000/17 DUKE POWER COMPANY OCONEE NUCLEAR SITE HAZARDOUS SUBSTANCE RELEASE 1.0 SYMPTOMS A liquid, solid, or gaseous hazardous material is reported to be spilled/released.
NOTE: A hazardous material includes:
products with an MSDS hazardous wastes radioactive material releases in excess of Tech Spec or 10CFR20 limits oil and petroleum products insulation containing, or potentially containing asbestos any of the above materials contained in/on equipment/
systems/components such as RCW water, wet layup water, etc.
NOTE: A release includes any spilling, leaking, emitting, discharging, leaching, or disposing of material (in excess of the drips, splatters, etc. resulting from normal use or leakage) into the environment.
2.0 IMMEDIATE ACTIONS NOTE: Follow each step of this procedure in numerical sequence unless directed by the procedure to proceed to a particular step.
NOTE: Complete the Hazardous Substance Report form (Enclosure 4.1) for all spills/releases reported.
2.1 If release is ammonia liquid or gas, chlorine gas, or hydrazine, relocate/evacuate all personnel from spill area and downwind areas.
For other product releases, evaluate the product and relocate/evacuate if deemed necessary.
Call Safety and Health Services for assistance.
NOTE:
Consult RP/O/B/1000/01, Enclosure 4.1.9, for emergency classification anytime personnel are relocated/evacuated due to a hazardous material spill inside the protected area.
2.1.1 Dispatch the Fire Brigade for response per Hazmat S.O.P.
(standard operating procedure) if immediate response is warranted.
2.2 Complete items 1 through 10 on the Hazardous Substance Report form 0
(Enclosure 4.1).
Page 2 of 6 2.3 For all releases except non-flammable petroleum based product which is in danger of reaching any water bodies (this includes flow into floor drains, sumps, and yard drains), dispatch Fire Brigade for response per Hazmat S.0.P. (if Fire Brigade was not dispatched in Step 2.1.1).
2.4 For non-flammable petroleum based product which is in danger of reaching any water bodies (this includes flow into floor drains, sumps, and yard drains), contact Environmental Chemistry to coordinate clean-up activities.
2.5 If the release involves only a non-flammable petroleum based product (e.g., oil, hydraulic fluid), which is not in danger of reaching any water bodies, and does not exceed 55 gallons, on the Hazardous Substance Report Form, strike through "Approved for Release," initial the strike through, and sign. Go to Section 3.0, Subsequent Actions, of this procedure.
2.6 If a release involves anW hazardous material (inclin radionuclides) other than a non-flammable petroleum based product, or a non-flammable petroleum based product in excess of 55 allons (i.e., any hazardous material that is not'exempted from reporting 0
at.Step 2.5 above), immediately contact the Environmental Management/Emergency Planning Duty Person for a determination of reportability. Write the Duty Person's name on the Hazardous Substance Report Form (Enclosure 4.1) as Hazardous Waste Coordinator Contact and his/her telephone number, date, and time (between lines 1 and 2).
2.6.1 If advised by the Duty Person that the release is reportable, request the information from the Duty Person required to complete items 11 through 13 on the Hazardous Substance Report Form (Enclosure 4.1).
Sign the form in the space provided at "Approved for Release."
Go to Section 2.7 of this procedure.
2.6.2 If advised by the Duty Person that the release is not reportable, on the Hazardous Substance Report Form, strike through "Approved for Release," initial strike through, and sign. Go to Section 3.0, Subsequent Actions, of this procedure.
2.7 If the quantity released is greater than the EQ (Reportable Quantity): Make the off-site communications described below and document the following on the Hazardous Substance Report form (Enclosure 4.1): the contact person's name and phone number; and the date and time of call. Notification requirements are as follows:
2.7.1 Contact Oconee County Law Enforcement Center at Selective

Provide information from the Hazardous Substance Report form (Enclosure 4.1). Telecopy the form to the Oconee County Emergency Preparedness Agency at the number listed in the Emergency Telephone Directory, Section 4.
NOTE: If the release is to Keovee River, place a courtesy call to the Pickens County Law Enforcement Center at Selective Signaling Number 410 (Emergency Telephone Directory, Section 5).
If the Hazardous Substance Report form (Enclosure 4.1) is requested, telecopy the form to the Pickens County Emergency Preparedness Agency at the telecopy number listed in the Emergency Telephone Directory, Section 4.
2.7.2 Contact S.C. Bureau of Solid and Hazardous Waste Management at the number listed in the Emergency Telephone Directory, Section 12. Provide information from the Hazardous Substance Report form (Enclosure 4.1).
2.7.3' Contact National Response Center at the number listed in the Emergency Telephone Directory, Section 14. Provide information from the Hazardous Substance Report form (Enclosure 4.1).
2.7.4 Go to Section 3.0, SUBSEQUENT ACTIONS, of this procedure.
2.8 If the spill/release involves a Hazardous Waste less than the RQ:
Document the following on the Hazardous Substance Report form (Enclosure 4.1):
the off-site contact person's name and phone number, the date, and time of call.
2.8.1 Contact S.C. Bureau of Solid and Hazardous Waste Management at the number listed in the Emergency Telephone Directory, Section 12. Provide information from the Hazardous Substance Report form (Enclosure 4.1).
2.8.2 Go to Section 3.0, SUBSEQUENT ACTIONS, of this procedure.
2.9 If a reportable release of oil occurs (visible sheen, film, discoloration, sludge, or emulsion on or under lakes, rivers, wetlands, or the intake canal): Document the following on the Hazardous Substance Report form (Enclosure 4.1):
the off-site contact person's name and phone number, the date, and time of call.
2.9.1 Contact National Response Center at the number listed in the Emergency Telephone Directory, Section 14. Provide

2.9.2 Go to Section 3.0, SUBSEQUENT ACTIONS, of this procedure.
3.0 Subsequent Actions 3.1 Determine from the caller the department/division that is responsible for the spill.
3.1.1 Notify the person in authority from the responsible department/division and inform the person that his/her department/division is responsible for coordinating spill clean-up following any involvement by the Fire Brigade or Environmental Chemistry.
NOTE:
To determine the person in authority for the responsible department/division, see Section 15 of the Emergency Telephone directory.
Locate the responsible department/division and call the corresponding Environmental Contact at the telephone number listed.
If the Environmental Contact cannot be reached, consult the weekly Duty Roster and have the switchboard page the appropriate Duty Person.
3.1.2 Instruct the person in authority from the responsible department/division that he/she must obtain instructions from Safety and Health Services regarding proper personnel protective equipment and safe handling techniques before performing spill clean-up activities.
This may, in addition, be obtained from the Chemical Control Database (see Site Directive 4.3.3).
3.1.3 For non-reportable spills, instruct the responsible department/division contact to notify his/her Problem Investigation Coordinator to initiate a problem investigation report (PIP).
3.1.4 For reportable spills (spills included in steps 2.7, 2.8,and 2.9), ensure that Environmental Management has the necessary information to initiate a problem investigation report (PIP).
3.2 Send the completed Hazardous Substance Report form (yellow sheet) to Environmental Management.
3.3 A four (4) hour NRC Red Phone call is required if any off-site regulatory agency was notified of the release at Steps 2.7, 2.8, or 2.9.

OCONEE NUCLEAR SITE TRAINING EMERGENCY CONTINGENCY PLAN 1.0 SITE ASSEMBLY 1.1 When a Site Assembly is commenced, a warbling tone will broadcast over the site PA system.
All Training personnel (both essential and non-essential) shall immediately proceed to the Training offices. Personnel unable to reach the assembly area within 8 minutes shall telephone their supervisor and identify their location.
1.2 The Training Directors/Supervisors shall account for all their personnel.
Results of this accountability shall be reported to Debbie
- Groux, extension
- 3600, within 10 minutes.
If Debbie Groux is not available, this accountability shall be reported to Martha Klein at extension 3018.
Names of unaccounted personnel, if any, will be provided by the management reporting the personnel accountability.
1.3 Personnel who are. off-site when a Site Assembly commences, but return to the site prior to termination of the assembly, shall remain off-site until termination of the assembly except for Duty people who are responded to TSC.
2.0 ACTIVATION OF THE TECNXICAL SUPPORT CENTER AND EMERGENCY OPERATIONS FACILITY DURING NORMAL WORKING HOURS 2.1 If the condition or event results in an emergency classification of Alert, Site Area Emergency, or General Emergency (requiring activation of the TSC, OSC and EOF),
the Emergency Response Organization as defined in Safety Assurance Manual 6.1 will be established.

2.2 The Emergency Response Organization will report to the Technical Support Center and Emergency Operations Facility (EOF).
All other Training personnel will remain in their offices.
3.0 ACTIVATION OF THE TECHNICAL SUPPORT CENTER AND EMERGENCY OPERATIONS FACILITY DURING BACKSHIFT, HOLIDAYS, AND WEEKENDS 3.1 Training Duty Personnel will be notified of any event requiring activation of the Emergency
Response
Organization by pager or the Community Alert Network System.

4.0 PROVIDING TWENTY-FOUR HOUR COVERAGE 4.1 If the emergency situation dictates, a shift rotation schedule will be developed for Emergency Response personnel to provide twenty-four hour coverage.
The shift rotation schedule will be developed prior to the implementation of Site Evacuation.
5.0 EVACUATION PLAN IMPLEMENTATION 5.1 The Emergency Coordinator will assess plant conditions and determine when an emergency situation requires site evacuation or relocation of personnel.
5.2 If evacuation/relocation is required, the TSC Offsite Communicator will initiate the appropriate action with a PA announcement identifying the applicable evacuation/relocation plan in effect (Enclosure 6.2-6.6 of Site Directive 4.4.1),
the Decontamination Center/
Post Evacuation Assembly Location to be utilized, and the use of PROFS (if applicable).
Our evacuation instructions will be provided from our Group Evacuation Coordinator, Debbie Groux.
5.3 Personnel being evacuated or relocated should follow evacuation/relocation instructions and report to the identified locations.
5.3.1 Personnel relocated to the Oconee Complex should report to assigned rooms listed in.7 of Site Directive 4.4.1.
5.3.2 Personnel relocated to the Oconee Training Center should report to assigned rooms listed in Enclosure 6.8 of Site Directive 4.4.1.
5.4 If any additional information is needed regarding Site Evacuation/Relocation Plan, refer to Site Directive 4.4.1.

-2 2.0 ESSENTIAL AND NON-ESSENTIAL PERSONNEL 2.1 Non-exempt personnel are considered non-essential and will be evacuated and /or requested to leave (not come to) the site as dictated by the emergency situation. These personnel may be recalled as necessary. Exempt personnel are considered essential with the below noted exception.
2.2 Certain exempt personnel may be designated as non-essential.

3.0 DESIGNATION OF ALTERNATES 3.1 The Emergency Coordinator is the Shift Supervisor until relieved by the Station Manager (Designee).
In the absence of the Station Manager, the following are designated alternates:
Safety Assurance Manager, Work Control Superintendent, Operations Superintendent, or Operations Duty Engineer.
3.2 The Emergency Operations Facility Director position is staffed as follows: Training Manager, Mechanical Engineering Manager, Director of Operator Training, Safety Assurance Manager, and Engineering Division Manager.
4.0 RESPONSIBILITIES OF SAFETY ASSURANCE OFFSITE COMMUNICATOR (Environmental/Emergency Planning Duty Person)

7.0 RESPONSIBILITIES OF THE NRC COMMUNICATOR (TSC) 7.1 Initiate/maintain communications with NRC personnel at the NRC Operations Center/Regional Headquarters using the FTS2000 ENS phone (primary communications system).
