RESPONSE TO GENERIC LETTER 89-19 (A-47), STEAM GENERATOR OVERFILL PROTECTION (TAC NOS. M74970, M74971, AND M74972)
Generic Letter (GL) 89-19 recommends that licensees provide automatic overfill.
protection, dryout protection, and associated Technical Specifications (TS) for steam generators at their plants. By letters dated March 19, 1990, March 19 and September 24, 1991, and July 28,.1993, you proposed modifications to provide automatic protection for steam generator overfill and dryout.. You have also included Selected Licensee Commitments in the Final*Safety Analysis Report Chapter 16 which describe limiting conditions for operation, actions, and surveillances for steam generator overfill and dryout protection.
The NRC staff has reviewed your responses to GL 89-19. Our Safety Evaluation is enclosed. Based on our evaluation, we conclude that the modified design as.
described in your responses provides acceptable automatic protection systems to mitigate main feedwater overfeed events and to prevent steam generator dryout for Oconee, Units 1, 2, and 3. Also, the Selected Licensee Commitments satisfy the objectives of GL 89-19 recommendations regarding TS and is acceptable.
