'Docket Nos. 50-269, 50-2*
October 6, 1993 and 50-287 Mr. J. W. Hampton Vice President, Oconee Site Duke Power Company P.O. Box 1439.
Seneca, South Carolina 29679
Dear Mr. Hampton:
SUBJECT:
CONTAINMENT PRESSURIZATION DUE TO MAIN STEAMLINE BREAK INSIDE CONTAINMENT-SUPPLEMENT TO IEB 80 OCONEE UNITS 1, 2, AND 3 (TAC NOS. M86649, M86650, AND M86651)
Your letter dated-August 19, 1993, informed us of a conceptual design modification to address the issue of potential containment overpressurization as a result of a main steamline break (MSLB) inside containment. You stated that in response to an MSLB, the modification Would provide an automatic feedwater isolation. Although we have not performed a technical review of this design modification, the approach provides an acceptable response to address the concerns of Inspection and Enforcement Bulletin (IEB) 80-04.
The NRC staff has reviewed the schedule for corrective action submitted in the supplement response to IEB 80-04 and find it acceptable based on (1) ability to take procedural manual action to prevent exceeding containment design pressure, (2) the.low likelihood of a major main steamline break event, (3) the conservatism in the containment design, and (4) the conservatism in the main steamline break analysis.
If you have questions regarding this matter, contact me at (301) 504-1495.
Sincerely,
/s/.
