U. S. NUCLEAR REGULATORY COMMISSION SPONSORED RUSSIAN VISITORS TO THE OCONEE EMERGENCY OPERATIONS FACILITY We want to thank you for hosting the four U. S. Nuclear Regulatory Commission sponsored Russian visitors on March 2, 1993. As we have discussed with Mrs. Coleman Jennings of you staff, the NRC Office of International Programs has coordinated with the Russian Federation for these four visitors to spend two weeks in the United States. The purpose of their visit is to study and observe the concept of operations for incident response in the USA. They will be in the NRC Region II Office on March 1 and 2.

While in the Region II Office, they have expressed a desire to tour a fixed nuclear facility emergency operations facility (EOF) and discuss emergency action levels, emergency classifications, and the utility's interface and communication links with offsite organizations. For the tour and discussions we have recommended the Oconee EOF in Clemson, South Carolina, and we appreciate your willingness to host their visit.

We will arrive at the EOF at 10:00 a.m. on the morning of March 2 and we will depart around mid-afternoon. One of the visitors speaks English and he will be the interpreter. We request that all discussions and handout material be unclassified, non-sensitive, non-safeguards and non-propriety. I have enclosed an agenda for the visit in this letter.
