SUBJECT:

OCONEE NUCLEAR STATION, UNIT 3 - SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NO. 94-07 (TAC NO. M89886)

Dear Mr. Hampton:

By letter dated July 14, 1994, you submitted Relief Request No. 94-07 from ASME Code requirements for the preservice inspection of four welds performed by the vendor during the fabrication of the replacement 3A High Pressure Injection Letdown Cooler. Based on a preliminary review of your request, we granted an interim relief in a letter dated August 11, 1994, until an in-depth review of the technical issues could be completed. Additional information related to your request was provided in a letter dated April 27, 1995.

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated your request and has concluded that certain requirements of the Code are impractical.

The staff has concluded that the extent of coverage obtained for the specific welds covered by this request provides reasonable assurance of the structural reliability and operational readiness of the High Pressure Injection Letdown Cooler welds. Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted as requested for Request for Relief 94-07. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation. This relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest, giving due consideration to the burden that could result if the requirements were imposed on your facility.

Sincerely, ORIGINAL SIGNED BY B. SIEGEL FOR:
