OCONEE NUCLEAR STATION, UNIT 3 - SECOND 10-YEAR INSERVICE INSPECTION (ISI) INTERVAL REQUEST FOR RELIEF NO. 94-05 (TAC NO. M91172)

Dear Mr. Hampton:

By letter dated July 20, 1994, you submitted Request for Relief No. 94-05 from ASME Code requirements to perform ultrasonic examinations of 90% or more of the threads in the reactor vessel flange at Oconee Nuclear Station, Unit 3, during the second 10-year ISI interval.

With the examination technique then in use, an inspection coverage of only 78% was achieved during the second ISI interval.

It was later determined that coverage could be increased to the required 90% or more with the use of supplemental techniques. The relief request is to defer the complete re-examination of the threads in the reactor vessel flange with the supplemental techniques to the next available Unit 3 outage, which falls in the first period of the third 10-year ISI interval.

The NRC staff has completed its review of your submittal. Our evaluation and conclusions are contained in the attached Safety Evaluation.

The NRC staff has determined that it would be impractical without a compensating increase in the level of quality and safety to require a shutdown of Oconee Unit 3 during the second interval in order to meet the inspection coverage requirements of the Code using the supplemental examination techniques. The proposed complete examination during the first period of the third 10-year ISI interval would provide an acceptable level of quality and safety. Therefore, relief is granted from the required coverage of the reactor head bolt hole examination during the second 10-year ISI interval.

However, during the first period of the third and subsequent 10-year ISI intervals, the Code-required 10-year inservice inspections will be performed.
