OCONEE NUCLEAR STATION, UNIT 3 - SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NOS. 93-02, 93-04, 93-05, AND 93-06 (TAC NO. M88187)
Dear Mr. Hampton:
By letter dated November 10, 1993, and supplemented January 20, 1994, Duke Power Company submitted Request for Relief Nos. 93-02, 93-04, 93-05, and 93-06 from certain ASME Code requirements that you determined to be burdensome or impractical to perform at Oconee Nuclear Station, Unit 3, during the second 10-year interval inservice inspection. Requests 93-02, 93-05, and 93-06 proposed alternatives to the requirements to perform a system hydrostatic pressure test on system pressure boundaries. Performance of the Code-required testing would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
Request 93-04 was necessary due to the impracticality of performing the required hydrostatic test. Performance of the test would require extensive modifications to the system. As alternative testing, visual examinations will be performed when the system is at normal operating pressure and the welds will receive a 100% radiographic examination. For the welds covered under requests 93-02 and 93-06, surface examinations will be performed during the weld process. For request 93-05, ten of the subject welds will receive volumetric examinations.
The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated the November 10, 1993, request and the supplemental submittal.
For Request for Relief 93-04, the staff has concluded that certain requirements of the Code are impractical and that pursuant to 10 CFR 50.55a(g)(6)(i), relief may be granted as requested. reliability of the subject systems. The alternatives contained in Requests for Relief Nos. 93-02, 93-05, and 93-06, are authorized pursuant to 10 CFR 50.55a(a)(3)(ii). The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation.
