Importance:
High Ben/Gordon, By letter dated March 9, 2015, (Agencywide Documents Access and Management System Accession No. ML15111A396), Tennessee Valley Authority, (TVA, the licensee), submitted a license amendment request (LAR), regarding Browns Ferry Nuclear Plant, Unit 1, to modify Technical Specification 3.1.4, Control Rod Scram Times, to incorporate Technical Specifications Task Force Traveler (TSTF) 460, Revision 0. The request is submitted consistent with the guidance contained in Nuclear Regulatory Commission (NRC) approved TSTF-460. The proposed change would extend the frequency of verifying the scram time for a representative sample of control rods from 120 days of cumulative operation in Mode 1 to 200 days cumulative operation in Mode 1, along with a tighter acceptance criterion band. Integral to the NRC staffs approval of this change is the reliability of the scram rates. The NRC staff reviewed the licensees submittal and determined that the following information is needed to complete its review of this LAR.
RAI-1 The LAR provides information regarding test results, but does not provide any information regarding any significant changes in hardware or testing practices that could influence these test results. Provide a description and evaluation of the effects of any changes in hardware or testing practices that impact the test history data provided in the LAR.
As we agreed today, please provide your response to this RAI by August 20, 2015.
