[External_Sender] RE: Millstone Unit 3 Alternative Request IR-3-27 for Implementation of Extended Reactor Vessel Inservice Inspection Interval- CLARIFICATION (TAC NO.

MF5868)

Booma, The statement on page 1 of Attachment 1 under Applicable Code Requirement refers to the end date of the MPS3 third 10year inservice inspection interval. The third 10year inservice inspection interval for MPS3 began on April 23, 2009 and is scheduled to end on April 22, 2019.

The statement on page 3 of Attachment 1 in the last row of Table 2, The third ISI is scheduled for 2016, refers to the next scheduled inspection of the reactor vessel. Table 2 of Attachment 1 provides a summary of the reactor vessel inspections for MPS3. The reactor vessel has been inspected each 10year interval for a total of two previous inspections as described in the second row of Table 2. Since MPS3 is currently in the third 10year inspection interval, the reactor vessel is scheduled for its third inspection during the refueling outage in 2016. DNC is requesting an extension of the current examination frequency from 10 years to 20 years. As stated in the last row of Table 2, the next reactor vessel inspection is proposed to be performed in 2027 plus or minus one refueling outage, rather than as currently scheduled for 2016.

If you have any further questions, please let me know. Thanks.

Millstone Unit 3 Alternative Request IR-3-27 for Implementation of Extended Reactor Vessel Inservice Inspection Interval- CLARIFICATION (TAC NO. MF5868)

Wanda, By letter dated March 9, 2015 (ML15075A025), Dominion Nuclear Connecticut, Inc. (DNC, the licensee), requested an alternative to the requirement of the American Society of Mechanical Engineers (ASME) Code, Section Xl, Paragraph IWB-2412, Inspection Program B, for Millstone Power Station Unit 3 (MPS3) which requires examination of identified reactor vessel pressure retaining welds (Examination Category B-A and B-D) once each 10-year interval. The proposed alternative would extend the current examination frequency from 10 years to 20 years.

NRC seeks the following clarification on the alternative request:

On page 1 of Attachment 1 of the request, under Applicable Code Requirement, the licensee states that The MPS3 third 10-year inservice inspection (ISI) interval is scheduled to end on April 22, 2019. However, on page 3 of Attachment 1, the last row of Table 2, Additional 1

Information Pertaining to Reactor Vessel Inspection for MPS3 states, The third ISI is scheduled for 2016.

Please clarify the start and end dates for the third ISI interval.

Thanks, Booma Booma Venkataraman, P.E.
