.S. Department of Homeland Security Washington, DC 20528 FEMA On April 1, 2015, the U.S. Nuclear Regulatory Commission (NRC) officially notified the Federal Emergency Management Agency (FEMA) that the NRC has granted an exemption to Duke Energy Florida, Inc. (DEF) from certain provisions of 10 CFR Part 50.54(q) concerning offsite emergency response planning. Specifically, this exemption allows DEF to discontinue offsite radiological emergency planning activities and no longer requires FEMA to review, monitor, and report activities associated with offsite radiological emergency planning and preparedness for Crystal River Unit 3 Nuclear Generating Station (CR-3).
This letter serves to officially notify the State of Florida that as a result of this exemption by the NRC, FEMA' s Radiological Emergency Preparedness Program will discontinue all off site emergency planning and preparedness activities for the site. However, as we collaborate with our partners at the NRC to formalize the decommissioning process and potential associated requirements, we will seek to identify opportunities to assist the State and the involved counties to continue to assure radiologic emergency preparedness in Florida. Further, the technical assistance program operated by FEMA's National Integration Center, in coordination with FEMA Region N, remains available to support all-hazards emergency planning and preparedness activities.
FEMA would like to commend the staff from the Florida Division of Emergency Management; Florida Department of Health, Bureau of Radiation Control; and Citrus and Levy Counties for their dedicated participation in the offsite radiological emergency planning and preparedness activities for the CR-3 for the past 38 years, and for updating their all-hazard preparedness plans as the CR-3 site commences decommissioning activities.
