PALO VERDE NUCLEAR GENERATING STATION - NOTIFICATION OF MILESTONE 8 INSPECTION PILOT ASSESSMENT AND REQUEST FOR INFORMATION
Dear Mr. Edington:
The purpose of this letter is to notify you that the U.S. Nuclear Regulatory Commission (NRC) staff will assess Temporary Instruction 2201/XXX, Inspection of the Cyber Security Program Required by 10 CFR 73.54, (Milestone 8 implementation) at the Palo Verde Nuclear Generating Station, as agreed by your staff. The assessment will evaluate and verify the manpower resource requirements, time allocation requirements, and effectiveness of the temporary instruction. The evaluation assesses whether the temporary instruction provides sufficient guidance to evaluate the ability of licensees to meet the Cyber Security Rule (i.e.,
10 CFR 73.54, Protection of Digital Computer and Communication Systems and Networks).
The NRC staff developed the temporary instruction to specifically facilitate review and assessment of licensees full implementation of the cyber security program.
The documents needed to assist the team during conduct of the assessment are listed in the enclosure. It is requested these documents be provided by June 8, 2015. It is understood that this is an assessment of a temporary instruction planned to inspect many cyber security requirements that are not yet required until your full implementation date and some of the documents requested may not yet be developed, may be in draft, or are in other stages of review. For those instances where documents requested have not yet been finalized or populated, please indicate so and provide work-in-progress or draft documents, if available, so we can appropriately assess the temporary instruction and its necessary inspection resources.
