SUMMARY

OF JULY 12, 1994, MEETING WITH DUKE POWER COMPANY ON KEOWEE PROBABILISTIC RISK ASSESSMENT PROJECT On July 12, 1994, NRC staff members met with representatives of Duke Power Company (DPC) at their Corporate office to review and discuss the Probabilistic Risk Assessment (PRA) being performed for the Keowee hydrostation. Meeting attendees are enclosed. During this meeting, the licensee presented a description of draft system fault trees and the preliminary process for plant-specific data collection.

The licensee discussed the draft system fault tree models which were completed in June 1994. These models were provided to the NRC staff for review on July 1, 1994. The staff discussed the scope of the project at length with the licensee. The licensee's effort is focused on the ability of the Keowee hydro units to provide power to the Oconee startup transformers and the standby transformer. The staff questioned the licensee about their rationale for limiting the project scope in this fashion rather than including all possible emergency power sources and their ability to provide power down to the Oconee emergency busses.

The licensee stated that, although Keowee was treated as a "black box" in the PRA used for the Oconee Individual Plant Examination (IPE), the IPE modeled all other aspects of the Oconee AC power system with adequate detail.

Therefore, it was DPC's intent for this Keowee PRA to be more of a "Keowee Vulnerability Study."

The staff agreed that the licensee's response seemed reasonable, but that in order to make an overall assessment of Oconee's existing emergency power system, the results would need to be integrated into the existing IPE PRA. The licensee had not made a final determination as to whether to integrate the results into the IPE PRA, but indicated that if the results validated the "black box" values used in the PRA model, such an integration would probably not be necessary. The issue remained open, and the NRC staff stated they would provide further feedback concerning the need for such integration.

The licensee also discussed the preliminary process for Keowee plant-specific data collection. Draft reliability data is scheduled to be available by the end of July 1994.

July 29, 1994 Other discussions were held on the possibility of performing sensitivity studies using the Keowee PRA data, and whether the data would be incorporated into the IPE PRA update planned for late 1995. Although the licensee indicated they were considering these issues, no decision had been made. The meeting closed with a discussion of when the next progress review meeting should be held. No specific date was agreed to, but the licensee indicated that by September sufficient progress would have been made to justify another meeting. The NRC staff stated that if the reliability data was provided in time to provide adequate review prior to the meeting date, the September timeframe appeared to be satisfactory.
