7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKETS NOS. 50-269, 50-270 AND 50-287 DUKE POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendments Nos.
97, 97 and 94 to Facility Operatinq Licenses Nos.
DPR-38, DPR-47 and DPR-55, respectively, issued to Duke Power Company, which revised the licenses for operation of the Oconee Nuclear Station, Units Nos. 1, 2 and 3 (the facilities) located in Oconee County, South Carolina. The amend ments are effective as of the date of issuance, and are to be implemented in accordance with the provisions of 10 CFR 73.40(b) and 10 CFR 73.55(b)(4).
These amendments add license conditions to include the Commission approved Safeguards Contingency Plan and Guard Training and Qualification Plan as a part of each license.
The licensee's filings, which have been handled by the Commission as an application, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments. Prior public notice of the amendments was not required since the amendments do not involve a significant hazards considera tion.
The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR Section' 51.5(d)(4) an environmental impact statement or negative declaration and environ mental impact appraisal need not be prepared in connection with the issuance of these amendments.
8104230 7590-01 The licensee' s filings dated March 23, 1979, August 3, 1979, August 17, 1979, :May 30., 1980 and June 9, 1980, are being withheld from publtic disclosure pursuant to 10 CFR.2.790(d).
The withheld information is subject to disclosure in accordance with the provisions of 10 CFR §9.12..
