DRAFT PROJECT MANAGER DESK GUIDE PROCEDURES FOR NRCS INVOLVEMENT AT DEPARTMENT OF DEFENSE SITES UNDER A MEMORANDUM OF UNDERSTANDING I am enclosing for your information and comments, a copy of Draft Project Manager Desk Guide Procedures for Monitoring Department of Defense (DoD) Sites Under a Memorandum of Understanding (MOU). The primary purpose of these procedures is to develop a framework for the U.S. Nuclear Regulatory Commissions (NRCs) role of staying-informed or monitoring DoDs activities at unlicensed sites undergoing Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remediation. NRC staff intends to use the enclosed draft procedures as a framework in conjunction with other procedures, such as Monitoring Procedures, which have also been developed. All of these procedures will be finalized together as a comprehensive product; and as NRC staff gains experience in working at sites covered by an MOU, these procedures will be revised to reflect staffs gained experience. As discussed in SECY-14-0082, Jurisdiction for Military Radium and the U.S. Nuclear Regulatory Commission Oversight of U.S. Department of Defense Remediation of Radioactive Material, NRC staff will monitor a limited number of pilot sites for the first year of MOU implementation.
