Revised Preliminary RAIs for LAR Regarding Braidwood Station Technical Specification, "Ultimate Heat Sink"
- Jessica, By letter dated August 19, 2014 (ADAMS Accession No. ML14231A902), as supplemented by letter dated January 20, 2015 (ADAMS Accession No. ML15020A246), Exelon submitted a license amendment request to raise the Braidwood Station, Unit 1 and Unit 2, technical specification 3.7.9.2 limit of 100° F to 102° F. By e-mail dated February 5, 2015, I sent preliminary RAIs based on a brief look at the submittal to support our contract process. We have made additional progress on our review and have revised the preliminary RAIs.
RAIs 2, 3, and 4 have been eliminated because we confirmed your view that information in your submittal appeared to provide the requested information. We are in the process of obtaining contractor support for our review, so I expect additional RAIs that relate to the cooling lake and model may be needed.
RAIs 1 and 5 have not been changed and need a response.
RAIs 6 and 7 are replaced with the following because we confirmed your view that information in your submittal appeared to provide some of the requested information. The following RAI replaces RAIs 6 and 7 to clarify the information needed regarding the instrument system that is being proposed to ensure the Surveillance Requirement value is not exceeded.
Describe how the temperature instrument uncertainty of 0.07°F was confirmed. In addition, describe the controls imposed to ensure the uncertainty doesnt increase as a result of configuration, procedure, and instrument changes. Include in the above descriptions, consideration of the complete instrument system, as appropriate, such as the thermocouple well that constitutes the interface between the system fluid and thermocouple, the wires between the thermocouple and the instrument (including the connections at both ends of the wires), the instrument used, and the ambient temperature effects on: the thermocouple well (is it required to be capped to exclude ambient air), wires, connections, and instrument.
A conference call is requested to be scheduled within the next two weeks to clarify the RAIs (if necessary) and to establish the response date.
