Dear Sir or Madam:
The purpose of this letter is to inform the NRC of plans to install a grid voltage control device in the San Onofre Nuclear Generating Station (SONGS) switchyard area.
No action by the NRC is requested in this letter.
To compensate for the elimination of the SONGS power generation from their transmission system, San Diego Gas and Electric (SDG&E) has proposed to construct one 225 MVAR synchronous condenser in the SONGS switchyard. The structure that is being built is sized to accommodate a second condenser, but only one is planned at this time.
In addition, to support de-energization and retirement of plant systems at the site, Southern California Edison (SCE) is in the process of constructing a Mechanical and Electrical Equipment Room (MEER), along with associated vaults for switch gear and underground electrical cable conduits in the Switchyard. The new construction requires removal of current site features consisting of three concrete pads, including one with a shed cover. None of these three concrete pads are needed to support current operations at SONGS.
Since the synchronous condenser may remain in use after the SONGS 10 CFR Part 50 license termination, radiological surveys of the land areas beneath the synchronous condenser will not be available for Final Status Survey (FSS) when the License Termination Plan is approved by the NRC.
To ensure that the land encompassed by the synchronous condenser can be released by the NRC, in conjunction with the other SONGS licensed footprint, a survey plan is being established to meet NRC requirements for FSS.

Enclosure 2 is the current SONGS Synchronous Condenser Cross Contamination Prevention Monitoring Program. Enclosure 3 is the current schedule for the project.
