NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 52 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 (TAC NO. ME4613)
Dear Mr. Lieb:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed final plant-specific Supplement 52 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating license NPF-3 for an additional 20 years of operation for Davis-Besse Nuclear Power Station (Davis-Besse), Unit 1.
Enclosed is a copy of the final supplement and the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC public document room or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for final Supplement 52, Volume 1 is ML15112A098 and for Volume 2 is ML15113A187. In addition, final Supplement 52 will be available for public inspection at the Toledo-Lucas County Public Library, 325 Michigan Street, Toledo, Ohio; and at the Ida Rupp Public Library, 310 Madison Street, Port Clinton, Ohio.
As discussed in Chapter 9 of the final supplement, the recommendation of the NRC staff is that the adverse environmental impacts of license renewal for Davis-Besse are not so great that preserving the option of license renewal for energy-planning decision makers would be unreasonable. This recommendation is based on: 1) the analysis and findings in the GEIS; 2) the analysis and findings in the continued storage GEIS; 3) the Environmental Report and other information submitted by FENOC; 4) consultation with Federal, State, Tribal and local agencies;
- 5) consideration of public comments received during scoping and on the draft supplement.
A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
