Dear Sir or Madam:
In Reference 1, Energy Northwest submitted Request 31S1-16 to.allow continued use of the Performance Demonstration Initiative (PDI) bolting program administered by Electrical Power Research Institute (EPRI) for the American Society of Mefhanical Engineers (ASME) "Boiler and Pressure Vessel Code," required bolting examinations at Columbia Generating Station (Columbia).
As documented in Reference 2, the NRC grants enforcement discretion and will not cite licensees for violations of 10 CFR 50.55a or other quality-assurance program requirements related to the use of bolt and stud Non-Destructive Examination (NDE) procedures, personnel and equipment qualified through the PDI to meet the requirements of Supplement 8 to Mandatory Appendix VIII to Section XI of the ASME Code. Upon consideration of Reference 2, Energy Northwest respectfully withdraws Request 31S1-16.
No new regulatory commitments are being made with this submittal.
