COLUMBIA GENERATING STATION -WITHDRAWAL OF RELIEF REQUEST 31Sl-16 (TAC NO. MF4306)

Dear Mr. Reddemann:

By letter June 24, 2014 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML14188C079), Energy Northwest submitted a relief request to allow continued use of the Performance Demonstration Initiative (POI) bolting program administered by Electrical Power Research Institute (EPRI) for the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) Code,Section XI requirements for bolting examinations at Columbia Generating Station.

On January 26, 2015, the U.S. Nuclear Regulatory Commission (NRC) issued Enforcement Guidance Memorandum (EGM) 14-003, "Enforcement Discretion Not to Cite Violations Involving Bolt and Stud Non-Destructive Examination [NOE] Qualifications Programs, While Rulemaking Changes are Being Developed" (ADAMS Accession No. ML14169A582). EGM 14-003 grants enforcement discretion for the use of bolt and stud NOE procedures, personnel, and equipment qualified through the EPRI POI program to meet the requirements of the ASME Code for bolting examinations. The enforcement discretion in EGM 14-003 will remain in place until rulemaking is complete to incorporate by reference the 2015 Edition of the ASME Code or NRC approval for use of an applicable ASME Code Case.

Subsequently, by letter dated February 18, 2015 (ADAMS Accession No. ML15069A435),

Energy Northwest withdrew the relief request due to the issuance of EGM 14-003. The NRC staff has ceased all work on this licensing action and closed Technical Assignment Code (TAC)

No. MF4306.
