Dear Sir or Madam:

In accordance with the requirements of 10 CFR 50.71(e), Southern California Edison (SCE) hereby submits the revisions to the Updated Final Safety Analysis Report (UFSAR) and the Updated Fire Hazard Analysis (UFHA), for San Onofre Nuclear Generating Station (SONGS),

Units 2 and 3. All UFSAR changes reflecting the SONGS Units 2 and 3 transition to a permanently defueled status that were approved prior to September 1, 2014 have been incorporated in the primary functional UFSAR and UFHA sections impacted by the change.

By letter dated September 17, 2014 (Reference 1), SCE committed to provide an early update to the UFSAR (by January 31, 2015). By letter dated January 28, 2015 (Reference 2) SCE modified the committed submittal date to February 13, 2015. This submittal satisfies the commitment made in Reference 1 as supplemented in Reference 2 to provide an updated UFSAR by February 13, 2015.

As part of the decommissioning planning process, SCE notified the NRC that it had permanently ceased operation of SONGS Units 2 and 3 (Reference 3) and certified both Units 2 and 3 have been permanently defueled (References 4 and 5). The irradiated fuel will be stored in the spent fuel pools (SFP) until the fuel is moved to the Independent Spent Fuel Storage Installation (ISFSI). In this configuration, the number of operable systems and credible accidents/transients is significantly less than for a plant authorized to operate the reactor or emplace or retain fuel in the reactor vessel.

The SONGS Plant Quality Equipment ("Q-List") has been updated to identify plant systems, subsystems, and components that are not required to be "Available" for spent fuel management, storing or processing of radioactive waste, or are not required to support the currently applicable Technical Specifications or Emergency Plan. All references to these systems, subsystems, and components in the UFSAR, UFHA and all other design basis documents (including drawings) are for historical information only.

The information provided in UFSAR Section 9.1 reflects the current physical and procedural configuration of the plant systems providing Spent Fuel Pool normal cooling and makeup. The revised UFSAR Section 9.1 and the new UFSAR Section 9A are consistent with the responses to NRC Requests for Additional Information on the SONGS Emergency Planning Exemption Request (References 6 and 7).

UFSAR Chapter 15 was previously revised to reflect the current defueled plant status and was submitted as Reference 1. No technical changes have been made to the UFSAR Chapter 15 provided in Reference 1.

Document Control Desk February 11, 2015 In addition, as required by 10 CFR 50.54(a), an update to the Quality Assurance Program Description for San Onofre Units 1, 2, and 3 is provided in accordance with 10 CFR 50.71(e).

Topical Report, Quality Assurance Program SCE-1 is incorporated as Chapter 17 of the UFSAR. A summary of the changes to the Topical Report, Quality Assurance Program SCE-1 since the last submittal, is provided in Attachment 1. SONGS has developed a Decommissioning Quality Assurance Program (DQAP) which has previously been submitted to the NRC (Reference 8). UFSAR Chapter 17 will be revised to reflect the transition to the DQAP upon NRC approval.

Consistent with the regulations contained in 10 CFR 50.71(e), this update is being provided within 24 months following the most recent previous update, which was submitted on June 7, 2013 (Reference 9).

Enclosures 1 and 2 are compact disks (CD) containing the SONGS Units 2 and 3 UFSAR and UFHA. To denote the changes from the previous submittals, a vertical change bar is located in the page margin adjacent to the revised information.

The Enclosure 1 CD of this submittal contains information that is deemed sensitive and the files are requested to be withheld from public disclosure in accordance with 10 CFR 2.390. CD contains the files listed in Attachment 2. provides the redacted CD version of Enclosure 1. Enclosure 2 CD contains the files listed in Attachment 3.
