SUBJECT:
AVAILABILITY OF THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT FOR THE PROPOSED LICENSE RENEWAL OF SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2
Dear Ms. Dohner and Ms. Jennings:
The U.S. Nuclear Regulatory Commission (NRC) has completed the enclosed final Supplement 53 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (SEIS), regarding the license renewal of Sequoyah Nuclear Plant, Units 1 and 2 (SQN),
in accordance with the National Environmental Policy Act of 1969, as amended (NEPA). With this letter, I am forwarding you a copy of the final SEIS.
As part of its NEPA review, the NRC considered effects to species and habitats protected under the Endangered Species Act of 1973, as amended (ESA), and in a letter dated August 14, 2014, the NRC notified the U.S. Fish and Wildlife Service (FWS) that it had determined that the proposed SQN license renewal would have no effect on any ESA-protected species or critical habitats. In a letter dated September 29, 2014, the U.S. Department of Interior (DOI) provided its comments on the NRCs draft SEIS. This letter incorporated FWS comments made pursuant to the ESA. On December 1, 2014, Mr. Kenneth McDonald, FWS, and Ms. Briana Grange of my staff spoke on the phone to discuss the FWSs comments concerning ESA-protected species and critical habitats.
The NRC staff has addressed the DOIs and FWSs comments on the draft SEIS in Appendix A of the enclosed final SEIS and made text changes, as applicable, in Sections 3.8 and 4.8. I have enclosed a copy of the final SEIS for your records.
C. Dohner and I look forward to future coordination with your offices to ensure the continued protection of Federally listed species and designated critical habitats at SQN and other NRC-licensed operating nuclear plants in your respective regions. If you have any questions regarding this letter, please contact Ms. Briana Grange, Biologist, at 301-415-1042 or by e-mail at briana.grange@nrc.gov.
Sincerely,
/RA/
