Dear Mr. Anderson:

By letter dated September 15, 2014 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML14258A124), Northern States Power Company (NSPM), a Minnesota corporation (NSPM),

doing business as Xcel Energy, submitted relief requests for the Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. The requests are designated as 1-RR-5-7 and 2-RR-5-7, and are in support of the fifth 10-year ISI program interval at PINGP, Units 1 and 2.

The U.S. Nuclear Regulatory Commission staff in the Component Performance, NDE, and Testing Branch of the Office of Nuclear Reactor Regulation has identified areas where additional information is needed to complete the review. The staffs draft requests for additional information (RAI) are provided below.

You may accept these draft RAIs are formal Requests for Additional Information and provide a response by February 27, 2015. Alternatively, you may request to discuss the contents of the draft RAIs with the NRC staff in a conference call, including any change to the response date.

REQUESTS FOR ADDITIONAL INFORMATION REGARDING RELIEF REQUESTS 1-RR-5-7 AND 2-RR-5-7 INSPECTION OF REACTOR VESSEL CLOSURE HEAD NOZZLES IN ACCORDANCE WITH ASME CODE CASE N-729-1 FOR THE PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 1

Accession Number ML14258A124), Northern States Power Company - a Minnesota corporation (NSPM, the licensee), doing business as Xcel Energy, requested relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, associated with the examination frequency requirements of Code Case N-729-1 at Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. The licensee proposed an alternative examination requirement for the Reactor Vessel Top Head Penetration Nozzles due to hardship or unusual difficulty without compensating increase in level of quality or safety as documented in Relief Requests (RR) 1-RR-5-7, Rev. 0, and 2-RR-5-7, Rev. 0.

To complete its review, the U.S. Nuclear Regulatory Commission staff requests the following additional information:

1) In the relief request, NSPM states that the bare metal visual examination (VE) for Unit 1 was scheduled for the upcoming Unit 1 refueling outage (1R29 refueling outage) scheduled to commence in October 2014.

Please provide a discussion of the examination results.

2) In Section 6 of the enclosure to the relief request, NSPM states that relief is requested for the duration of the fifth inservice inspection (ISI) interval for PINGP Units 1 and 2. The fifth ISI interval is effective for Units 1 and 2 from December 21, 2014, through December 20, 2024.

In Section 5 of the enclosure, NSPM states that this request would extend Unit 2 examinations, currently scheduled for the fall of 2015, to 2025. The Unit 1 examinations would be extended from the fall of 2016 to 2026. The 20 nominal year request would, therefore, fall outside of the fifth ISI interval.

Please provide clarification for the specified duration of the proposed alternative.
